Duties
As a Public Health Advisor you will:
Plan, develop, and implement HIV and/or STD-focused public health prevention programs in collaboration with local and state governments and various public, non-profit, and private and health-related organizations
Provide comprehensive technical, administrative, and management advice and guidance on HIV and other STD prevention program activities; formulate program strategies including goals, priorities, operating policies, and evaluation methods and approaches that are as efficient and effective
Monitor the programmatic performance of funded recipients to assess their progress on required performance standards and implementation of funded activities; develop time-phased strategies and plans for corrective actions to address recipients' poor performance
Provide leadership in developing and implementing HIV and other STD prevention program plans and data sets consistent with funding requirements and national initiatives
Evaluate and analyze data collection and utilization methods and quality control
Manage and oversee funding/budgets and a variety of grants, cooperative agreements, contracts, and other awards including initiation, administration, award, monitoring, evaluation, coordination, and close-out

Minimum Qualifications:
For GS-12:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: evaluating and analyzing surveillance public health programs and planning, managing, and/or monitoring program performance.
For GS-13:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: planning, managing, and/or evaluating public health programs and/or projects related to the initiation, administration, and/or close out of grants, contracts, and cooperative agreements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
