Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - Field Operations - Trade Investigations Division.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Conduct various investigations involving enforced collection, firearms and ammunition excise tax (FAET) matters, and alcohol and tobacco revenue matters.
Conduct Certificate of Label Approval (COLA) investigations, investigations of hidden ownership and fraudulent applications, trade practice investigations, investigations of false or misleading advertising of alcoholic beverages and false or fraudulently labeled products, product integrity investigations at multi-site permittees or interrelated entities, and targeted application investigations.
Determine facts, evaluates their cause and the effect on compliance with federal alcohol and tobacco statutes
Participate in investigations with other Federal, State and local law enforcement agencies.
Perform complex studies and/or directs and coordinates task forces or working groups on significant issues which impact on functions and programs of national and international significance.
Develops and delivers instructional presentations to various alcohol and tobacco industry groups and associations.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience Requirements:
For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Performing civil or criminal investigations or inspections
ORYou may substitute education for general or specialized experience as follows:
A Ph.D. or equivalent doctoral degree; OR three full years of progressively higher level graduate education leading to such a degree; OR an LL.M., if related.
For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Performing investigative, inspective or compliance-related work that includes analyzing data, discerning facts, drawing conclusions, then writing reports to support these conclusions.
ORYou may substitute education for general or specialized experience as follows:A master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR an LL.B. or J.D., if related.
For the GS-9 or GS-11: You may qualify with a combination of experience and education for either grade. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-9level for 52 weeks..
For the GS-9, you must have been at the GS-7 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
