Duties
Summary: The primary purpose of this position is to be the single point of contact responsible for planning, administering, managing, executing and evaluating the training program for all appropriated fund (APF) civilians, military, and contracted employees assigned to the 87th Comptroller Squadron and 87th Air Base Wing Staff Agencies, in direct support of the 87th Air Base Wing missions. This position also accomplishes a variety of administrative duties in the Commander Support Staff, including but not limited to, managing and executing the security program and unit health monitor program. Additionally, this position provides assistance with the following administrative functions: task management, trusted agent duties for Drug Demand Reduction Program (DDRP), Leave Web monitor duties and manpower resource requirements.
Duties:
Develops the 87th Comptroller Squadron and 87th Air Base Wing Staff Agencies training plans.
Develops education and training materials and testing procedures.
Manages the 87th Comptroller Squadron and 87th Air Base Wing Staff Agencies training programs.
Organizes, conducts and instructs training courses.
Manages and provides security guidance, training, direction to civilian and military work force and serves as the representative for all related security issues for the 87th Comptroller Squadron and 87th Air Base Wing Staff Agencies.
Performs other administrative and ancillary duties as required.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function. Practical knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-precedented formal and informal training programs. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organization. Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel assigned to the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations.
2. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability.
3. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement.
4. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets.
5. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
