The primary purpose of this position is to design, manage and/or implement one or more environmental programs for assigned Air National Guard (ANG) organization(s) and to serve as a professional advisor on all aspects of the assigned environmental areas.

Duties

As a senior environmental engineering consultant, the employee provides technical and policy expertise regarding one or more environmental protection programs for the Air National Guard nationwide. Serves as a lead environmental coordinator for the Air National Guard. Responsible for technical oversight of all engineering functions and activities within the Environmental Restoration and/or Compliance which impact ANG installations nationwide. Leads teams, working groups and/or lower graded individuals of cross functional disciplines engaged in developing and recommending proposals and implementation plans. Represents the organization at executive levels within the Government and to contractor/ industry representatives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-0401 General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) GS-0819 all-professional-engineering-positions-0800.pdf (opm.gov) GS-1301 General Physical Science Series, 1301 (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of environmental aspects of military project programming processes; Mastery of advanced concepts, principles and practices of environmental engineering is utilized in providing expert advice and consulting services on complex or controversial environmental issues, to installation personnel at assigned installations. Also applies in-depth knowledge of engineering principles to various environmental remedial processes; Broad knowledge of pertinent US environmental law and regulations, DoD and agency policies and regulations; Expert knowledge of a broad range of engineering standards, methods, practices, and techniques to ensure work is in compliance with regulations and standards; Working knowledge of all engineering fields sufficient to evaluate projects and compliance from a broad perspective. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional environmental engineering techniques, principles, practices, procedures, laws, regulations, and current legislation issues. 2. Knowledge of requirements, methods, techniques, and procedures pertinent to evaluating issues associated with regulatory compliance and/or restoration (as applicable). 3. Knowledge of strategic planning, programming, budgeting cycles, execution, financial systems, and restrictions on the expenditures of funds. 4. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve National Guard program operations and environmental quality programs. 5. Ability to plan, develop, implement, and coordinate a complete environmental program. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal, state, and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
