The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Special Handling section, who are responsible for inspecting hazardous materials, explosives, security cargo, biological, perishables, AMC MICAP, and registered mail.

Duties

Plans, organizes, and directs the activities of Special Handling/Load Planning sections, ensuring that all personnel comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 734th AMS/TRK with a variety of installation and functional area organizations. Responsible for the preparation, review, and correction of DD Form 836 (Special Instructions for Motor Vehicle Drivers), Shipper Declaration of Dangerous Goods (SDDG), and other forms pertinent to the transportation of hazardous and/or classified shipments. Plans and directs all contingency, emergency, and/or expeditionary deployments and receptions for flight.

  • Must be able to complete certain Air Force Training Courses such as transportation of Hazardous Material Preparation course; Aerial Port Expediter (APEX), Load Planner Course, Intermediate Wartime Contingency Course, (cond't)

  • Must be able to obtain/maintain HAZMAT Inspector, Load planning, and joint inspector level qualification. Incumbent has one year from date of entry on duty to become qualified.
  • Must have the ability to inspect and coordinate movement of cargo on train load stands; hi- lines and on K loader.
  • Hearing aid permitted; however, must meet HI hearing profile IAW AFI. Ability to distinguish basic colors and perceive distances.
  • May be required to operate electric, gasoline, or diesel powered for lift trucks.
  • Must be able to obtain and maintain secret security clearance.
  • Must be able to lift 7-35 kg.
  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Cargo Scheduling Series 2144. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo. Knowledge of HQ AMC, HQ USAF, DOD transportation regulations, policies, principles, practices and techniques for the transportation of hazardous materials. Knowledge of various aircraft weight and cargo capacities and requirements; loading procedures and restrictions; manifesting procedures and documentation; balancing methods; capability of cargo. Knowledge of safety and security regulations, practices, and procedures. Knowledge of and ability to operate several computer programs such as GATES, Microsoft office, excel. A qualified typist is not required. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of HQ AMC, HQ USAF, DOD transportation regulations, policies, principles, practices and techniques for the transportation of hazardous materials. Knowledge of various aircraft weight and cargo capacities and requirements; loading procedures and restrictions; manifesting procedures and documentation; balancing methods; capability of cargo. Knowledge of safety and security regulations, practices, and procedures. Knowledge of and ability to operate several computer programs such as GATES, Microsoft office, excel. A qualified typist is not required. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to mentor, motivate, and apprise personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
