The Oklahoma City VA Health Care System, Mental Health service, is currently recruiting for Licensed Professional Mental Health Counselor Program Coordinator and Training Coordinator for the Licensed Professional Mental Health Counselor Program.

Duties

Clinical Responsibilities: Diagnoses mental disorders. Treats mental disorders with a wide range of patients using a variety of modalities, including: individual, family and group counseling, triage/crisis management, and other interventions such as community-based interventions. Conducts initial intakes/biopsychosocial assessments and treatment planning in accordance with Joint Commission/VA requirements and service/clinic-level SOP. - Practices measurement-based care using the Collect, Share, Act model, in accordance with Joint Commission/VA requirements and service/clinic-level SOP. Consults with OKC VA Health Care System staff on a wide variety of patient care issues. Consults with referring provider/team and other OKC VA HCS mental health staff, as necessary, on a wide variety of patient care issues. Participates in regularly scheduled Program/Clinic team meeting(s). Evaluates and makes disposition of patients to treatment programs in the OKC VA Health Care System, as well as referral to community programs and vocational placement. Serves as a consultant to other staff in evaluating and assisting Veterans with complex vocational problems. Places consults for Veterans when clinically indicated (with order signed by LIP). Ensures documentation is completed timely and within the facility guidelines/regulations. Ensures coding is in accordance with the OMHSP MH Coding Guidelines. Places RTCs in accordance with VHA directives and scheduling guidelines to ensure accurate patient appointment scheduling. Obtains PMDB training in accordance with workplace setting per the annual Workplace Behavioral Risk Assessment. Assists with other activities as assigned by OKC VA Health Care System Management. Training Director Responsibilities: Oversees day to day operations at the OKC VA HCS for the Licensed Professional Mental Health Counselor (LPMHC) Internship Program. Provides information and discusses policy issues with the LPMHC Internship Core Faculty. Maintains continuing education informed of changes in CACREP Accreditation and making sure the program follow's CACREP and OAA guidelines including provision of supervised clinical training experiences; maintenance of training records in accordance with the current VA Records Control Schedule; maintains public literature up to date. Responsible for recruitment and selection of applicants; onboarding and exiting; and ensuring programs are compliant with VA OAA guidelines. Provides ongoing program evaluations by gathering Proximal and Distal data through mid-year and exit interviews with current interns. Facilitate communication between the OKC VA Education Service/DEO, VA Chief of Psychology; and VA HR for onboarding and exiting new interns; and make sure the VA regulations are being followed. Assures all trainees are being provided with excellent training consistent with the program's aims and objectives. Designs training program to ensure interns' clinical training experiences meet the Council for Accreditation of Counseling and Related Educational Programs (CACREP) accreditation requirements and demonstrate there is Veteran-centric learning and training. Oversees faculty to ensure consistency of enforcement of program guidelines, including completing required evaluations on all trainees, following grievance procedures and addressing disciplinary issues for trainees and faculty related to the training program, when appropriate. Manages, directs and administers all aspects of the training programs at the VA including planning, development and implementing policies and procedures. Exercises courtesy in all verbal and written interactions with staff, patients and others. Assists with other activities as assigned by medical center management. Maintains a professional environment and projects an image of dignity and concern in interactions with patients, patients' families, associates, and trainees. Promotes harmony and teamwork by coordinating and assisting with workflow within the office, medical center services, and community services. Pursues avenues to enhance personal growth and development, i.e., attends appropriate training seminars, identifies opportunities to expand knowledge base or technical skills, etc. - Strives to identify innovations for enhancing the functions of the individual office, the executive offices, and the medical center. Implements appropriate changes within the scope of own purview and recommends to the supervisor those identified changes outside of own jurisdiction. Associate will support and promote a safe environment by taking appropriate action to avoid or correct unsafe conditions. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfather Provision. All persons employed in VHA in as LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees in an occupation that requires a licensure, may be reassigned, promoted up to and including the full performance level, or demoted within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial positions. (2) Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. (5) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. Ability to make key decisions in the hiring and identification of top candidates. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.
