This position is located in the Washington Headquarters Services (WHS), Federal Services Directorate (FSD), Pentagon Building Management Office (PBMO).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Serve as a Custodial Work Inspector with the responsibility and accountability for the inspection of all phases of custodial work. Perform detailed inspections of custodial work, in progress and after completion, to ensure quality, quantity, and timeliness of work through a staggered random sampling inspection program. Maintain records (computer database), the use of small appliances in office and common space throughout the building and out-buildings. Review and interprets contract specifications with special emphasis on the inspection and related items sections. Represent the Government in minor contract disputes. Monitors the contractors personnel sign in and out logs and reports any discrepancies.

  • The incumbent is required to pass a pre-employment and yearly physical examination for this position.

Qualifications

For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. Your background must demonstrate a full range of your ability to perform common Custodial Work Inspector tasks including conducting inspections of custodial work in progress and after completion, working under close supervision of a work leader or journey-level Custodial Inspection Worker who observes tasks in progress and upon completion to make sure they are properly performed. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. You will receive credit for all qualifying experience, including volunteer experience. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability To Inspect. JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements: - Ability To Interpret Instructions, Specifications, etc. (other than blueprints) - Ability To Use and Maintain tools and Equipment - Work Practices (includes keeping things neat, clean and in order) PHYSICAL EFFORT/REQUIREMENTS: The incumbent is required to wear protective equipment, i.e., arc flash rated suits and respirators, while working in hazardous areas. WORKING CONDITIONS: The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
