THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GOVERNMENT INFORMATION SPECIALIST-TITLE 5, Position Description Number PDT5915800 and is part of the KY COA, National Guard.

Duties

As a GOVERNMENT INFORMATION SPECIALIST-TITLE 5, GS-0306-9, you will function as the program manager for the state's Congressional Inquiry program. Maintain a status log of inquiries from members of congress and legislative members. Provide status updates and review all incoming requests. Advise the Adjutant General and command staff of sensitive or significantly controversial issues and potential impact. Conduct research to provide additional information and/or verify information received. Write and submit official responses that accurately answer the inquiry and provide a positive image of the DoD, the National Guard, and the Adjutant General. Administer the Freedom of Information Act (FOIA) and Privacy Act (PA) Programs and serve as the state National Guard's subject matter expert. Check the official FOIA request website for new requests, update statuses for requests, and redirect duplicate requests to the response initially provided. Forward requests for information to the appropriate state National Guard organizations or outside agencies, as needed. Formulate responses ensuring that releasable material is factual and in compliance with FOIA/PA regulatory guidelines. Provide guidance, direction, and advisement for employees assigned as FOIA representatives. Arrange training of FOIA representative. Coordinate visits from outside agencies and governmental organizations for the purpose of advancing the state National Guard's State and Federal strategic initiatives. Determine the appropriate scope and level of engagement of visitors. Prepare and assist in the preparation of presentations, ceremonies, briefings, and information papers. Serve as principal time keeper for Command Floor federal and state employees. Assist in the preparation and approval of itineraries, travel authorizations, and travel vouchers for the Adjutant General and Command Staff through an automated system. SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of the National Guard organizational structures and functional responsibilities. Knowledge of the Freedom of Information Act and Privacy Act and applicable laws, executive orders, and court decisions in regard to the disclosure of information. Knowledge of Privacy Act provisions for the release of information, limitations, and DoD related policy and regulations Experience writing, editing, and researching information to compose thorough replies, presentations, briefings, and information papers. Experience operating computing systems such as word processing, spreadsheet, and web-based travel, tracking, and accountability systems. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
