Duties

Location: This position is located in the US Property and Fiscal Office (USP&FO) Comptroller Division, Financial Services Branch.
Purpose: The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.

Qualifications
AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements.
These positions are open to Area 1 Only. Please note that applicants outside of these categories may not be considered.
Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard
*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
GENERAL EXPERIENCE: Is experience that the applicant gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors).
SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the prescribed duties of the GS-0503 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through civilian employment or military service.
This position requires Financial Management Certification Level One. The position's level of work requires a basic understanding of theoretical financial management knowledge, which is generally acquired through technical training schools and/or experience. Work involves standard, repetitive tasks and activities with established procedures and guidance or the application of conventional practices to treat a variety of problems in financial management.
OTHER TITLE 5 EXCEPTED SERVICE SERIES GS-0503 QUALIFICATION REQUIREMENTS:
1. Veterans' Preference Program's point criteria is ALWAYS applied in the position's job vacancy announcement, along with the position's specific GS-0503 grade qualification factors, in order to ensure clearly defined well-qualified applicants.
2. The Priority Placement Program's criteria is ALWAYS processed and cleared PRIOR to advertising INITIAL HIRE positions, via Job Vacancy Announcements.
3. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
4. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0503 position, the employee must complete all Financial Management Program education and training.
5. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0503 position, the employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
6. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0503 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
7. The NG Title 5 Excepted Service GS-0503 employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
8. As a basis of continued Title 5 Excepted Service employment in the GS-0503 finance program position, the employee's supervisor must monitor and track the employee's certification progress; and, work with the applicable JFHQ-State Human Resources Officer to take progressive discipline, as appropriate, to ensure the GS-0503 employee attains his/her certification levels within the required time periods.
9. The Title 5 Excepted Service employee is subject to adverse actions to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0503 graded finance position.
10. All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and/or NG Career Field Functional Manager.
11. As a basis of continued Title 5 Excepted Service employment in the GS-0503 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
Education
Substitution of Education for specialized experience - To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position.
