This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Communications Officer (OCCO), Media and Marketing Division, Innovator Recognition Branch. OCCO is responsible for USPTO's public affairs, partnership, and communication outreach activities. The incumbent in this position will serve in the Chief of the Innovator Recognition Branch providing strategic direction and oversight of the subordinate teams comprised of the agency's partnership specialists.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. General Arts and Information Series, 1001 Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Experience in developing public relations strategies and initiatives to improve the quality of communications programs and services designed for both media and public consumption. Experience in identifying, following, and analyzing short term fads and long-term trends in journalism and storytelling to employ and manage new techniques and/or adjust existing communications strategies as necessary. Experience in managing teams responsible for writing a wide variety of reports, narratives, scripts, videos, social media content, blog posts, and related content on complex issues for marketing and communications purposes. Experience in communicating best practices related to marketing and public affairs to novices in these fields, and obtaining their support and agreement to communications strategies and approaches. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
