This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Operations Service Group (OSG), Division of Budget and Acquisitions (DBA). As a Financial Management Specialist, GS-0501-14, you will serve as a technical authority and program expert on a variety of Medicaid, the Children's Insurance Program (CHIP) and the Basic Health Program (BHP) program budgetary/financial management.

Duties

Advise leadership on budget and financial management functions related to the formulation and execution of CMCS program budgets. Lead analyses and studies of financial management and budgetary issues and topics related to CMCS programs and administrative needs. Manage CMCS acquisition operating strategy, policies and procedures in support of the Center’s goals and objectives. Develop long and short range financial plans to support CMCS administrative and financial management program operations. Prepare various financial management documents including position papers, budget plans, justifications, spending plans, management briefings, contractor performance evaluations, reports, and issue papers to brief leadership.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Providing technical guidance on financial management principles, policies, and procedures (including federal budget and acquisition process, contract oversight, and travel) for Medicaid & Children's Health Insurance Program (CHIP) programs; AND Leading special studies or projects to assess financial and budgetary issues for a large organization to recommend solution to senior leadership; AND Using expertise to support, provide guidance or perform duties associated with travel activities, AND Drafting financial management and acquisition documents (i.e. Multi-year budget estimates, cost-benefit analysis of proposed budgetary and program actions, budget justifications, acquisition planning documents, procedural instructions for implementation, etc.). AND For this position you are required to possess a Federal Acquisition Certification in Contracting (FAC-C) Level II certificate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
