The primary purpose of this position is to perform duties of operator in charge of a shift in operating and maintaining. and repairing a 5550-ton Refrigeration Plant and 56,000,000 BTUs Heat Plant. The Heat Plant and Refrigeration Plants are manned 24 hours a day, 7 days a week. supporting several highly critical missions (must maintain a 99,999 percent reliability).

Duties

- Troubleshoots HVAC/R systems with complex problems and extensive repairs requiring judgment to locate malfunctions. Uses specialized test equipment to troubleshoot multiple fuel boilers and associated auxiliary and pollution control equipment, water treatment systems, and chemical dispensers. Troubleshoots problem areas and inspects for defective equipment and faulty wiring. - installs, repairs. and maintains large commercial and industrial ventilation air conditioning. (AC) cooling towers and cooling systems with complex problems and extensive repairs. - Installs, modifies, overhauls, repairs, and maintains a variety of complex heating multiple fuel boilers and/or heating systems, and associated auxiliary and pollution control equipment. installs. inspects, repairs. and services 56,000,000 BTU Heat Plant duel fuel boilers, heat reclaim units, steam traps condensate and deaerator tanks. -Performs essential electrical work incidental of the maintenance and operation of HVAC/R systems. Traces control systems for loose wiring or connections and checks operations of controls with meters and test lights. Locates broken, worn, damaged or poorly operating, wiring controls. and equipment through visual checks or through use of a small variety of test components. Makes repairs by removing. replacing. tightening. splicing. soldering, and insulating defective wiring, controls and equipment. - Performs preventive maintenance on HVAC/R systems and equipment. Inspects and calibrates controls and gauges Inspects equipment for condition and proper operation. Utilizes safety practices and procedures and follows established safety rules and regulations. Maintains safe and clean work environment. Personally performs transfer of fuel from two 40,000-gallon fuel storage tanks to the central utility plant

  • The employee will be required to work other than normal duty hours. which may include evenings. weekends. and /or holidays.
  • The work will require the employee to drive a motor vehicle. An appropriate. valid drivers license will be required for the position.
  • Must maintain qualification in CPR.
  • Emergency overtime may be required.
  • Position requires the ability to discern colors, contrast. and depth: periodic medical/hearing testing required.
  • Assists the Powered Support Systems Mechanics as required.
  • Will be required to participate and qualify in a service recycling/reclaiming, management certification program for air conditioning/refrigeration system.
  • A pre-employment physical is required.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group . Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a UTILITY SYSTEMS REPAIRER-OPERATOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles of refrigeration and properties of refrigerants. 2. Knowledge of mechanical. electricalmechanical pneumaric principles to inspect, install. test maintain. and repair boilers and associated auxiliary and pollution control equipment. 3. Knowledge of the construction and operation of a variety of large industrial and commercial heating, refrigeration and air conditioning systems. 4. Knowledge of safety regulations, practices, and procedures 5. Knowledge of regulations. procedures, and policies related to records maintenance and documentation. 6. Skill in troubleshooting and fixing complex problems on large air conditioning, ventilation. and beating systems by dismantling, repairing, and reassembling pumps. compressors. chillers. receivers. and evaporators to include balancing and aligning. Ability to maintain difficult balances of a variety of refrigerant controls and complicated motor controls. Skill in the use of hand tools, power tools; and a variety of test equipment. Ability to read and interpret instructions. blueprints. drawings. sketches. and specifications. Ability to effectively communicate both orally and in writing with a variety of personnel. PHYSICAL EFFORTS: The employee lifts. carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance. Works from ladders. scaffolding platforms or ramped areas where equipment parts or tools are hard to reach. Work requires frequent stooping, stretching, bending kneeling and working tiring uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large. heavy equipment using hoist holders, and pulleys as required. WORKING CONDITIONS: The employee works indoors and outdoors, on top of building and in cramped areas. Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to chemical, heat noise. noxious gases, fumes or acids. Subject to possible burns, electrical shocks, cuts. strains. bruises, and chemical irritations. To reduce dangers from these and other similar conditions follows prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes. hard hats, and fire retardant gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
