You will serve as a CONTRACT SPECIALIST in the CONTRACTS DIRECTORATE of NAVY SYSTEMS MANAGEMENT ACTIVITY.
Duties
You will coordinate and liaise with internal and external customers across a broad spectrum of government employees.
You will utilize pre-award and post-award contracting procedures to oversee or ensure compliance within the organization.
You will serve as a senior contract specialist responsible for pre-award and post-award functions involving complex and highly specialized contracts.
You will manage all aspects of the functional area of contract management including contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination and close-out for a variety of contracts.
You will use negotiation techniques to meet and reach agreement with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

GS-13 Grade Level:
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Using a variety of contract methods and contract types in order to perform pre-award, post-award, contract analysis, and cost analysis; 2) Applying federal contract and procurement laws, principles, policies, and regulations to a range of contract methods and types in order to plan, establish, negotiate, administer, and evaluate contracts; 3) Satisfying procurement requirements through acquisition planning to include resolving problems different stages in the acquisition cycle; 4) Utilizing techniques in contract price, cost analysis, and cost accounting in order to successfully analyze and examine proposals; and 5) Performing negotiations techniques on a variety of contract management responsibilities such as price, specifications, delivery dates, incentives, terms/conditions, statues, and applicable relations to procurement functions.
GS-12 Grade Level:
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Using a variety of contract methods and contract types in order to assist with pre-award, post-award, contract analysis, and cost analysis; 2) Applying knowledge federal contract and procurement laws, principles, policies, and regulations to ensure contracts are in compliance; 3) Utilizing techniques in contract price, cost analysis, and cost accounting in evaluate contracting proposals; and 4) Assisting with negotiations techniques on a variety of contract management responsibilities such as price, specifications, delivery dates, incentives, terms/conditions, statues, and applicable relations to procurement functions.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
