Duties
This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary for Insular and International Affairs, Office of Insular Affairs, Budget and Grants Management Division, Washington, DC.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1) This position serves as the Office of Insular Affairs (OIA) liaison during Departmental, Office of Inspector General (OIG) and Government Accountability Office (GAO) audits.
2) Reviews, monitors, and performs grantor/cognizant agency responsibilities in response to insular area single audits, program audits, and reviews.
3) Performs internal control reviews of OIA's operations and assistance programs.
4) Leads the development of audit, examination, and/or evaluation plans.
5) Prepares audit, inspection, and/or evaluation work papers, interview summaries, and briefing materials covering review findings
6) Develops practical recommendations for corrective action
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-13: 117,962 - $153,354 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
A. Degree:Accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience:
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
(2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) evaluating state and/or local governments entities, inclusive of territories and freely associated states; 2) liaising with the Government Accountability Office (GAO), Office of the Inspector General (OIG), or Departmental audit processes on behalf of your work unit; 3) overseeing the resolution/implementation of audit findings and recommendations; and/or 4) evaluating internal controls and making recommendations that were implemented.
Must meet 3 of 4 specialized experience requirements.
