You will serve as a ACCOUNTANT in the Accounting Division of NAVAL FACILITIES ENG COMMAND MARIANAS.
Duties
You will review, analyze, interpret, and evaluate numerous General Ledger Accounts, Subsidiary Accounts, and Cost Accounts, (i.e., Asset Accounts, Liability Accounts, Capital Accounts, Revenue Accounts, and Expense Accounts).
You will be responsible for the preparation and accuracy of the Navy Working Capital Fund (NWCF) monthly Gain and Loss statement, monthly Manged to Cost Statements, Overhead Statements, and Department of Navy Industrial Business Information System.
You will prepare summary of monthly cash disbursements and cash reconciliation to facilitate analysis and justification of cash variances and net outlays between budget and actual.
You will analyze the liquidation of accounts payable accounts, funds accounts, unmatched disbursements, inter-fund issues, and inter-fund hazardous waste issues.
You will review, analyze, and evaluate reports from feeder programs.
You will provide expert advise to the Command Information Office Support Line (Information Technology) staff on accounting matters pertaining to the Defense Working Capital Accounting System (DWAS) and other feeder programs.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: serving as the technical advisor on financial matters (i.e. generally accepted accounting principles, concepts, and theories and ability to apply them to theoretical and actual financial problems with versatility and judgement); review, validation and acceptance of Direct Cite and In-House Reimbursable funding documents, and analysis of accounting reports using accounting system [e.g. Standard Accounting, Budgeting, and Reporting System (SABRS), Command Financial Management System (CFMS), eTracker, Defense Working Capital Accounting System (DWAS)]..

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
