This position is in the Maintenance & Operation Section of the Facility Management Service at the James J. Peters VA Medical Center in Bronx, New York. This position compliments the Carpenter Shop Supervisor and serves as a lead over several employees performing as Carpenters and Locksmiths. Incumbent will 'Lead' 9 individuals: (7) Carpenters WG-4607-09; (1) Locksmith WG-4804-10; (1) Locksmith Helper WG-4804-08

Duties

Duties: General Work Leader Responsibilities 60% of work time - Work leader improves efficiency by passing on to other Carpenters and Locksmiths, instructions received from the Carpenter Shop Supervisor. - Leads the repairs and maintenance of the campus carpentry-based building operations including repairs, alteration and construction of wall systems, selective cabinetry, ceiling systems, flooring systems (tiles, base); and window systems; which includes the use of subordinate worker, equipment, facilities, and materials on a week-to-week and/or month-to-month basis. - The incumbent serves to ensure deadlines, priorities, and work sequences, including planning work assignments based on general work schedules, methods, and policies. - Coordinates with the supervisor of the shop to determine the required number of workers needed to accomplish specific projects assigned; redirects individual workers and resources to accomplish unanticipated work; informs higher level supervisors of the need to revise work schedules and re-estimates labor and other resources; and participates with the Carpenter supervisor in the initial planning of current and future work schedules (e.g., the need for overtime), budget requests, staffing needs; and estimates and recommendations as to scheduling projected work. - As instructed by Supervisor, work leader starts work by assigning the immediate tasks to individual members of the work group. Work leader also checks on work in progress, for compliance with procedures and regulations, and makes sure deadlines and schedules are met. - The work leader set the pace towards the efficient operation of the Carpenter shop for the accomplishment of work orders or directions received from Carpentry supervision and/or Maintenance & Operations supervision. - Work leader assist with the planning of overall leave schedule; determines training needs of subordinates and arranges for its accomplishment. - Maintains a current knowledge, and answers questions from other workers on procedures, policies, written instructions, and other directives. - Lead provides technical guidance, coordination and review of trades and tasks. Any formal decision will need to be made through the shop supervisor. Spot checks work in progress to ensure chain of supervision's intent is being met and conforms to regulatory compliance. Reports progress and issues to the supervisor as well as the need for resources to overcome obstacles. - Work leader assists the Carpenter supervisor by making timely decisions, readily understands complex issues and develops solutions that effectively address problems. - Reviews work in association with VA Technical Information Library and relays information to supervisor in case requirements are not being met. Non-Lead Duties 40% of time - Performs as a Carpenter or locksmith if the need arises and to ensure completion of projects and work orders in a timely fashion. - Performs as a Carpenter or locksmith during emergencies to continue facility operations. - Performs as a Carpenter on the interior and exterior of buildings of James J. Peters VA Medical Center in the maintenance, operation, repair, and construction work. - Duties include work involved in demolition, constructing, altering, maintaining, and repairing /replacing wooden components of buildings, building structures, appurtenances, partitions, panels, walls, interior finishes and accessories, tool cabinets, cabinets, bookcases, work benches, walls, ceilings, wood, wood substitutes, metal framing, and suspended ceilings. Door installation and hardware, maintain, repair, and replace doors and hardware. - Measures, cuts, constructs, or repairs wood or wood substitutes for items such as scaffolding, staging parts, panels, bins, pallets, concrete forms, dry walls, roof, decking, and suspended ceilings. Measures, cuts, constructs, and installs wood and/or wood substitutes to extremely close tolerances where there must be an exact fit and structural soundness. - Measures, cuts, constructs, installs, and repairs and modifies building components such as rafters, walls, staircases, windows, and frames. - Completes all trim work and can fabricate furniture and cabinetry. - Maintains repairs, alters repair of various types of walls, ceiling and floor coverings. VCT, tiles & planks, class III solid vinyl, heterogeneous PVC, seamless linoleum, and other material in straight, vertical or horizontal rows. Removes damaged sections for repair or for installation of windows and doors. Physical Requirements: - The employee is required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. - The employee works from ladders, scaffolding, and platforms where the systems and equipment worked on are in hard-to-reach places. - The employee handles, lifts, carries, and sets up parts and equipment that weigh up to 70 pounds. Occasionally items may weigh more than 70 pounds. Work Conditions: Working in wet or humid conditions may be required. Working near moving mechanical parts. Working in high or precarious places may be required. Fumes or airborne particles may be present at worksites. Employees may work in outdoor conditions. Loud noises are typical for this job.
