The primary purpose of this position is: To serve as a Force Development and Training Manager for the Air Force Audit Agency (AFAA) and Department of Airforce (DAF) training subject matter expert (SME) advisor to the Force Development Division, AFAA training officers, AFAA managers/supervisors, and Audit Development Team members.
Duties
Serves as the primary point of contact for the Air Force Audit Agency, Force Development Division.
Initiates and accomplishes projects responsive to Air Force and AFAA civilian force development programs and priorities.
Serves as Force Development Resource Advisor for the FOA.
Provides technical advisory support for assigned Force Development programs.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include (1) demonstrating knowledge and the ability to apply qualitative and quantitative techniques to analyze and measure effectiveness, efficiency, and productivity of Agency programs; (2) implementing policies and precedents, knowledge of pertinent laws, which affect the use of program and related support resources in the area studied; (3) exercising knowledge of Air Force standardized procedures and requirements relating to operating Air Force training programs to conduct program evaluations and studies, identify problems, resolve inefficiencies and to support Air Force wide personnel/manpower/services/budget program administration responsibilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the Force Development programs, emphasis on training, to support Air Force wide personnel/manpower/services/budget program management responsibilities.
2. Knowledge of DOD and DAF laws, regulations, principles, and practices of personnel/manpower/services/budget program management.
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of program operations, and serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work; and meet deadlines.
6. Ability to communicate effectively, both orally and in writing including preparing and conducting formal and informal briefings; negotiate complex issues; and establish/maintain effective working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
