You will serve as a SUPERVISORY ORDNANCE OPERATIONS SPECIALIST in the Navy Munitions Command (NMC), Detachment Patuxent River, Patuxent River, Maryland.

Duties

You will carry out Employment Opportunity (EEO) policies and assure equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees. You will direct real property maintenance and management of facilities/equipment and oversee supply support to meet administrative and operational requirements for the Division. You will assess division performance, monitor workload requirements, manage personnel and human capital issues and develop and submit budget and staffing requirements. You will be responsible for all matters relating to the Ordnance Handling Division's mission including the Receipt, Storage, Segregation and Issue (RSSI) functions for all material and ordnance. You will manage the custody and control of all material in storage and assures that all operations remain in compliance with current instructions concerning safety, security, accountability and fire protection regulations. You will develop, monitor, analyze, and direct changes in the business aspects of the Detachment's operations to ensure the highest levels of efficiency and effectiveness.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to obtain and maintain a current DON Ammunition Sentencing training for Quality Inspection certification.
  • Successful completion of explosives handling and safety training.
  • Ability to pass physical examination for explosives operations personnel every two years until age 60, annually thereafter.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

To qualify for theSUPERVISORY ORDNANCE OPERATIONS SPECIALIST, GS-1601-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing, analyzing, and controlling Fleet Ordnance Support (FOS) operations through expertise in ordnance management, storage, material processing and logistical functions; Experience managing various supply and procurement related functions such as purchase cards and fuel credit cards; Experience in personnel processes, including experience in recruitment, discipline, staffing, organizational development, performance management, awards, and labor relations; Experience making formal and informal presentations to groups of all sizes and composition on a wide range of issues; and Experience writing position papers, reports, letters, memorandums, and communications detailing analysis, findings, and recommendations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree.
