Duties

Independently performs circulation and registration duties. Provides reference services to library customers by locating bibliographic information using standard library reference tools, such as guides, indexes, bibliographies, professional directories, current card catalog, CD-ROMs, and in-line databases. Accesses, enters, retrieves, or corrects routine information in automated databases. Performs routine clerical tasks, such as answering the telephone, taking messages, and referring callers or visitors to appropriate staff members. Assists librarian in planning and developing programs and publicity and marketing of events, including design of flyers, posters, displays, and preparation and submission of news releases. Uses varied and advanced functions of word processing software to prepare, format, modify, edit, and print a variety of letters, reports, memos, and other textual documents.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
  • Employee may be in charge of the branch in the absence of the librarian. Opens and secures the building at these times in accordance with the security checklist, (cont'd)
  • (cont'd) reporting unusual problems or occurrences to the librarian. When working alone, opens and/or closes the library and starts up and/or shuts down computer system and LANs. Trains and assists lower grade employees in library procedures.
  • Must be able to obtain and maintain a SECRET security clearance.
  • The incumbent must have the ability to type a minimum of 40 WPM.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Library Technician Series, 1411. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, or assist clientele with routine inquiries. Knowledge of circulation procedures to perform all regular duties, including issuance and cancellation of borrower cards and resolving recurring problems such as lost or damaged books or magazines. Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations. Knowledge of programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters. Knowledge of library operating policies and procedures and routine reference sources to answer recurring questions from users on such matters as borrowing and access privileges, interlibrary loan procedures and library programs, simple ready reference questions, and recurring questions from vendors on procedural matters. Knowledge of one or more automated databases associated with a specific function, such as interlibrary loan, sufficient to make standard queries and/or to input standard information and generate reports. Knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions such as generating tables of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of the page, and creating form letters and automatically merge these with mailing lists. A fully qualified typist is required. Knowledge of general clerical office procedures. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, or assist clientele with routine inquiries, and perform circulation duties including resolving recurring problems. Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations, and knowledge of one or more automated databases associated with a specific library function. Knowledge of general clerical office procedures and programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters. Skill in typing; a qualified typist is required. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
