You will serve as a SUPPLY MANAGEMENT SPECIALIST in the FLEET SUPPLY IT OPERATIONS & POLICY DIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will be responsible for the overall accomplishment of the Naval Forces Logistics (NFL), Financial Audit Compliance Enhancement Tool (FACET), and other logistic contract(s) COR functions. You will plan, develop, and carry out vital supply/contract/COR functions and programs of Naval Operational Forces, to include combat and mobile logistics support units, fleet and shore activities and other serviced customers. You will identify and maintain close relationships with all activities that will be receiving services and integrate the actions required of each activity into a comprehensive plan in support of contract deliverables to each customer. You will collaborate with management personnel of customer activities, contractor corporate offices, Program Offices, and major claimants to provide clarification, resolve contractual issues, and explore methods to better serve customers. You will provide trouble-shooting expertise in response to customer and/or contract related problems. You will be responsible for the efficient operation and overall accomplishment of the USFFC HQ Staff Supply Division and GCPC Program. You will be responsible for providing outstanding customer service while performing a wide variety of supply and financial related functions. You will monitor, review and execute the GCPC program in accordance with NAVSUPINST 4200.99 (series), released NAVSUP Purchase Card Announcements (PCANs) and other applicable procurement laws, regulations, policies, and mandates. You will lead GCPC reviews and investigations of fraud, waste, abuse, or non-compliance of operational procedures; analyze and evaluate findings and recommend corrective action for the GCPC program. You will review all purchase key supporting documentation and verify that Cardholder (CH) transactions are proper, legal, mission essential and correct per Government Commercial Purchase Card (GCPC) policy and applicable regulations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

To qualify for the SUPPLY MANAGEMENT SPECIALIST, GS-2003-12, position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading the U.S. Navy Government Commercial Purchase Card (GCPC) program. Experience working with Government Commercial Purchase Card (GCPC) training certifications as an Approving Official and/or Cardholder. Experience with support services contracts and proper use of contractor personnel. Experience overseeing Budget formulation, reviewing execution and management of Govt travel card programs and regulation interpretation. Experience providing excellent customer service, answering questions, and overcoming issues. Experience training others on rules and regulations pertaining to COR instruction and delivery.
