Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Investigative Operations Directorate located in Washington, DC.
Duties
This position serves as a senior subject matter expert and technical audit advisor performing studies and projects in support of management programs and functions.
This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).
The Senior Auditor (Forensic) involves complex, novel, or highly controversial issues and cover varied topics concerning the programs, functions, and
operations of CBP. These audits are conducted to evaluate the economy efficiency and effectiveness of program and functional operations; to determine compliance with applicable laws and regulations; to evaluate internal controls; and to identify any abuse or illegal acts. Duties and responsibilities include:
Serving as a technical expert, coordinating and directing audits of various programs, operations, and functions in support of operations within the office; developing and designing audit plans and innovative approaches; reacting to unexpected complex developments during the execution phase of the audit which may require modifications to the work plan.
Recommending new or revised audit policies and procedures and innovative audit approaches based on technical expertise and operating experience; assisting in writing policy related to processes within the Agency and office. making recommendations on potentially vulnerabilities related to fraud; usually accepted and favorably impact the economy and efficiency of CBP management practices and operations.
Covering all major financial and management aspect of agency programs; audit product findings are critical for annual and long-range planning of agency functions and influence agency policies and legislative proposals; conducting complex research, planning and surveying, coordinating and audit execution functions.
Qualifications
Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Making sound decisions, understanding the impact/implications of these decisions, committing to action in uncertain situations.
Effectively speaking and listening for clarifying information and facilitating open exchanges of ideas.
Expressing facts and ideas in writing in a clear, convincing, and organized manner; during a full accounting cycle preparing worksheets, financial statements, ledgers, and journals.
Understanding and applying methods of cost accounting, historical cost, market value, and present value to measure costs, accounting periods, and cost allocations.
Using techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data to evaluate key financial indicators, trends, and historical data.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/05/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
