This position is located in the Department of Homeland Security, Countering Weapons of Mass Destruction, Policy Strategy and Analysis Directorate, Washington, District of Columbia.
Duties
The primary purpose of this position is to serve as the Division Director for the Analysis Division, providing high level, substantive advice on CWMD issues, particularly those related to preventing weapons of mass destruction (WMD) or chemical, biological, radiological, nuclear (CBRN) terrorism and related emerging threats.
Duties performed:
Directing subordinates related to administrative requirements and management functions.
Serving as a lead subject matter expert or team lead for challenging projects/programs/activities.
Making recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.
Planning, organizing, and leading analytical studies involving the planning, development, and implementation of CWMD management integration program initiatives of national scope and impact.
Identifying, analyzing and prioritizing new integration opportunities such as value propositions that augment existing initiatives and reinforce the mission of CWMD.
Qualifications
Specialized Experience:
GS-15: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Providing leadership and direction to staff members to include planning organizing and/or evaluating work to meet organizational goals;
Assessing the effectiveness, efficiency and/or productivity of an organization to make decisions on alternative courses of action; and
Planning, organizing and/or leading analytical studies to support the development of Countering Weapons of Mass Destruction or related program initiatives.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
