This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Criminal Investigators to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Criminal Investigation Division (CID) Assistant Special Agent-In-Charge for the Executive Protection Field Office. The employee is delegated authority for executive protection operations and criminal investigations conducted by CID protection services units around the world.

Duties

Through consultation with the Special Agent-in-Charge (SAC) establishes the basic long-term investigative objectives of the assigned area of responsibility. Provide uniform interpretation and application of laws, orders, rules, and regulations pertaining to executive protection operations. Review investigative progress and resolves highly specialized protection issues. Collaborate with other field office supervisors and managers, headquarters staff and various federal law enforcement agencies to negotiate, decide on, and coordinate work-related changes affecting related investigations. Plan, prepare, coordinate, and present briefings to high-ranking DA and DoD management officials. Supervise, manage and direct operational activities of assigned personnel to enable them to successfully conduct executive protection investigations and operations.

Requirements

• Applicant must serve one-year probationary period when applying on a DHA announcement regardless of Federal status, unless acquired in competitive service within Army employment.
• Incumbent must obtain and maintain a Top-Secret Security Clearance
• Incumbent is required to be screened under the civilian drug abuse testing program. Pre-employment and periodic urinalysis will be required for drug abuse.
• Applicant must meet the physical demands of the position. A physical examination is required.
• Applicant must qualify with and carry a firearm.
• Applicant is required to sign a Lautenberg Agreement certifying that they have never been convicted of a misdemeanor crime of domestic violence.
• Applicant may be expected to travel for this position up to 20% of the time.
• Applicant must agree in writing to comply with management-directed permanent change of station movement to meet mission requirements and/or deployment to support overseas contingency operations.
• Applicant must possess and maintain a valid motor vehicle operator's license while employed in the position and will be required to operate the motor vehicle IAW applicable regulations.
• Position required annual completion of a Financial Disclosure Form OGE-450.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized experience is defined as: Planning, developing, and coordinating criminal investigations, planning and directing investigative support operations and providing investigative guidance to subordinate criminal investigators. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-13. PHYSICAL REQUIREMENTS: Performance of above duties requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that the incumbent may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, glasses permitted, must be acute for reading of printed materials the size of typewritten characters. Ability to distinguish between colors. Ability of incumbent to hear the conversational voice and whispered speech is required. Any hearing impairment may be compensated for by use of a hearing aid. Since the duties of the position are exacting, responsible, and involve work performed under arduous and dangerous conditions, you must possess emotional and mental stability.
