Duties

Summary The primary purpose of this position is to serve as lead training technician; provide support and guidance to fellow Appropriated Fund (APF) Child Development Program Technicians (CDPT) and Non-Appropriated Fund (NAF) Child Development Program Assistants (CDPA); facilitates appropriate instruction for children in assigned area of responsibility. Duties Leads APF and NAF Employees. Provides Age-Appropriate Developmental Care for Children. Develops and implements plans and activities. Maintains effective communication with parents. Ensures a safe, healthy, and nurturing environment for all children. Provides Administrative Support.

  • Incumbent may be tasked to fill in on a short-term basis for CDPT/CDPA staff or desk clerks.
  • Must pass a physical examination (including a chest x-ray and/or tine test, as appropriate) and get or have required immunization.
  • Incumbent must maintain current: certification in Child Development Program Training Modules, Cardiopulmonary Resuscitation (CPR), first aid, and rescue breathing. (Cont'd)

  • This position is a childcare/youth services position subject to successful completion of background checks IAW Public Law 101-647: Incumbent must be able to satisfactorily complete Installation Record Check (IRC), (Cont'd)
  • (Cont'd) State Criminal History Repository (SCHR), National Agency Check Investigation (NACI) and the Defense Clearance and Investigation Index (DCII) and obtain a Food Handlers Certification.
  • Must satisfactorily complete mandatory training as required by higher headquarters and demonstrate competency within required time frames.
  • The employee may be required to work other than normal duty hours, which may include evening, weekends and/or holidays, and respond to base/unit recalls and to participate in readiness exercises.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of the basic principles, concepts, and methodology used in child development; (2) Knowledge and skill to lead subordinate employees; (3) Knowledge of applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; (4) Communicating in writing and orally, using tact and courtesy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic child development regulatory requirements, policies, and practices; knowledge of appropriate early childhood guidance practices and techniques. 2. Knowledge of physical, intellectual, social, emotional and nutritional stages in development of young children; Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in child development. 3. Skill in communicating factual and procedural information clearly, orally and in writing. 4. Ability and skill to lead subordinate employees. 5. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 6. Ability to plan and organize work, and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
