This position is located in the Department of Homeland Security, Shore Infrastructure Logistics Center, CEU Providence, Warwick, RI.

Duties

The purpose of this position is monitor, inspect and control several construction contracts simultaneously at one or more sites.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:* Serving as a construction representative for independent technical reviews, project scoping, field investigation, planning, cost estimating, problem and conflict resolution, scheduling, design production and construction.* Monitoring, inspecting, and controlling several construction contracts simultaneously at one or more sites, at assigned locations, for the CEU's regional area of responsibility.* Interpreting specifications, drawings, and other contract documents and determining whether the construction meets the contract requirements.* Observing worksite activity to ensure that work safety standards are adhered to and stopping work should an unsafe situation develop.* Determining requirements for easements, rights-of-way, utility services, temporary facilities, access roads, etc., required for use during the contract.* Using testing, surveying, and other instruments to verify that installed equipment and completed work meet contract requirements.

  • U.S. Citizenship is required.
  • The position requires a valid state driver's license.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Frequent travel required for the position.
  • Position may require occasional overtime.

Qualifications

You qualify for the GS-11 grade level if you possess one year of specialized experience at or equivalent to the GS-10 grade level.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include: - Conferring with the Contracting Officer, Contracting Officer's Representative, and Project Manager to resolve unusually difficult or complex construction problems. - Recommending acceptance and/or rejection of invoice requests based on verified work progress versus contract scope of work documentation. - Evaluating contractor efforts and assessing technical progress in relation to the established schedule and resources allotted. - Interpreting plans and specifications, inspecting materials and workmanship and ensuring adherence to safety requirements as a construction representative. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
