About the Position: Incumbent is assigned full management responsibility and administrative duties for the Interpretive Services and Outreach Program (ISOP) at a multi-purpose project.

Duties

Directs programs designed to achieve management objectives using interpretive and environmental education techniques. Develops long and short range plans and objectives for interpretive practices to include development of an interpretive plan and handbook for project office, brochure development and printing, audio visual equipment, tours, and programs. Plans and develops an environmental education program, to include educational curriculum, for both on and off-site presentations. Establishes partnering and cooperating association's agreements. Enhances the public understanding of the purpose and operation of the project, its archaeological, historic, man-made, natural and cultural features. Establishes the statement of work and evaluates contract performance. Assists watershed organizations in conducting outreach and other education about their activities with the Corps, and to advocate and acquire support for these efforts by other interested parties. Provides information which assists compliance with statutory requirements of all applicable environmental and cultural/historical laws and regulations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent shall wear appropriate uniform.
  • Will be required to operate flood control gates to control water levels on waterways. This position is, therefore, subject to random drug testing in accordance with ER 690-1-1218.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement for Natural Resources Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for GS-09: Specialized Experience: One year of specialized experience which includes assisting in the development of interpretive service program materials; presenting technical information to various groups; and preparing segments of planning documents for recreation, park administration, and/or wildlife biology. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes executing an interpretive service or outreach program; developing short and/or long range planning documents for recreation, park administration, and/or wildlife biology; and coordinating partnership efforts with other agencies and/or local customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Natural Resource ManagementProgram Outreach Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
