This position is located within the United States Department of Agriculture, Agricultural Research Service, Northeast Area in Kearneysville, WV.
In this position you will contribute to the design or implementation of efficient and economical programs and procedures with timely, accurate, and reliable performance. You will further administrative processes, facilitate the scientific missions, and contribute to the overall image and effectiveness of the Locations.
Duties
Maintains file and suspense system on all purchases and related correspondence
Uses database and/or spreadsheet software to enter, revise, or retrieve data for standard reports.
Ensures budget object class codes are appropriately selected and contracts are captured in the financial ledger system.
Follows up on delinquent orders, discrepancies, and problems with vendors and follows up on unpaid bills.
Coordinates and tracks procurement requests and provides status updates to customers and leadership.
Distributes forms and guidance using Agency resources.
Coordinates personal property management to include acquisitions, inventory, transfer, sale and disposal.
Prepares and processes all new vehicle requisitions and coordinates the disposal/sale of excess vehicles with research units and vehicle operators.
Performs office automation duties including software applications such as electronic mail, calendar, spreadsheet, database and/or graphics.
Serves as first point of contact and resource for Location Purchase Cardholders and Purchase Card Approving Officials regarding purchasing activities and required documentation.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.
GS-6
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is preparing and maintaining purchasing documents; performing clerical or administrative duties including answering correspondence by phone or email; and using software packages to edit or review documents.
Applicants must be able to type 40 words per minute.
GS-7
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is maintaining a calendar, scheduling appointments or meetings; preparing forms necessary to initiate purchasing actions; and assisting with office administration tasks including coordinating the budget or maintaining inventory.
