THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FLIGHT OPERATIONS SPECIALIST (TITLE 32), Position Description Number D0671000 and is part of the FL AASF 1, National Guard.

Duties

As a FLIGHT OPERATIONS SPECIALIST (TITLE 32), GS-2102-8, you will conduct preflight pilot briefings in accordance with National Guard regulations and directives. Brief pilots on mission, aircraft and flight plan. Brief and provide pilots with information on mission restrictions; on-route navigational facilities and equipment, hazards and terrain; weather forecasts; notices to airmen (NOTAMS) and deviations to flight plans when required. Is responsible for assuring pilot and crew are qualified in aircraft to be flown and for type of mission to be performed. Is responsible for completion of risk analysis projection. Determine when flight requires higher level approving authority. As flight approving official, sign briefing documents upon completion of mission preflight briefings. Make recommendations to pilot-in-charge when flights should not be attempted. Conduct post mission debriefs. Provides flight following services for all local and maintenance test flights. Responsible for direct voice communication with aviators in flight to transmit and receive information such as flight plan changes, weather advisories, NOTAMs, other aeronautical information and data affecting safety of flight.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at [email protected]. MILITARY GRADES: Enlisted/Warrant Officer; E4 thru CW4. NOTE: ALSE (Aviation Life Support Equipment) qualification preferred. GENERAL EXPERIENCE: Must have experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-08 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience education, or training arranging and interpreting directives and regulations governing transportation of personnel, cargo, or freight; experience applying directives and regulations governing transportation of personnel, cargo, or freight; experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations; experience planning and organizing the work of others.
