Duties

This position is located within the Department of the Interior, Office of Indian Water Rights, Office of the Secretary (OIWR). This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address, and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-15) the major duties of this position include but are not limited to the following: 1. Conducts research and analyses on complex issues related to Indian, water, environmental law, and Reclamation law, the Law of the Colorado River, and the policies of the Department relating to Indian water rights matters. 2. Prepares issue papers, briefing papers, and information documents for the Secretary and senior Departmental officials and staff on a wide range of subjects involving or impacting Indian water rights settlements. 3. Represents the Secretary's Office on major initiatives involving Indian water rights and policy objectives regarding the expansion and reformation of program activities; coordinates among Bureau offices and helps direct the development of policy recommendations. 4. Serves as a senior program analyst responsible for planning, overseeing, coordinating, implementing, and evaluating Interior programs relating to the negotiation and settlement of Indian water rights claims. Conducts meetings focused on negotiations with Tribal leaders, non-governmental organizations, and numerous other stakeholders on the policies of the Department relating to Indian water rights matters. 5. Provides expert policy guidance and advice to senior Departmental officials and staff on a wide range of complex and sensitive topics relating to Indian water rights settlements, including government-to-government relations, trust responsibilities, tribal self-determination and self-governance agreements, Reclamation water delivery contracts, and environmental compliance. 6. Drafts and reviews in depth all Indian water rights settlement agreements, compacts, contracts, legislation, and other related documents, exercising independent judgment to assure consistency with Department policies and interests. These documents involve legal and policy questions covering a wide variety of subjects. 7. Provides liaison services among the Secretary's Office and Departmental agencies and bureaus, the Department of Justice, the Office of Management and Budget and other Federal agencies, and Indian tribes on matters concerning Indian water rights settlements. Represents the Department at conferences and meetings relating to Indian water right settlements and interacts directly with tribal government leaders, other Federal departments, state leaders and other water users. Salary Range Information Washington, DC: GS-15: $163,964 (Step 1) - $191,900 (Step 10) per annum. Remote Location: GS-15: $123,041 (Step 1) - $159,950 (Step 10) per annum. *This is the base GS salary rate. If the applicant is selected for a remote location, pay will be set according to selectee's geographic area. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series and grade to which you are applying. Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Conducting analysis and providing senior leadership with information, guidance, and recommendations related to federal Indian water law, programs, or policies; Drafting briefing papers, policy analysis, and recommendations related to Indian water rights for senior and/or executive level leadership; Leading teams and collaborating with technical experts on Indian water rights settlements; AND Negotiating with internal and external stakeholders, including Tribes and State government representatives, regarding Indian water rights settlements. Must meet all. Driver's License Requirement: You may be required to operate a vehicle, to complete assigned tasks, i.e. attending negotiation sessions in remote locations; therefore you must be able to obtain and maintain a valid state driver's license. Physical Requirements: Extensive walking and bending may be required while executing protocol services. Work Environment: The work includes everyday risks and discomforts typical of an office or academic environment. Some events require the incumbent to work evening and unusual hours.
