THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPV IT SPECIALIST (INFOSEC/NETWORK) (Title 32), Position Description Number D2329000 and is part of the AR ANG 189 OPS GP, National Guard.
This position is eligible for superior qualification. Highly qualified candidates are potentially eligible to be on boarded up to a Step 05 on the GS pay scale.

Duties
1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
2. Plans, organizes, and oversees the activities of the operations section of a CPT squadron, to include both CPT and/or ICS defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Develops goals and objectives that integrate organizational and commander objectives. Plans work for accomplishment by subordinate flights, sets squadron operational priorities, and approves operational schedules and commitments based on mission requirements, commander's intent, organizational capabilities and customer needs. Develops/publishes direction and/or guidance for subordinate flights and operations staff members in order to implement operational plans, schedules, and commitments. Reviews work and management techniques of subordinate supervisors. Makes decisions on work problems presented by subordinate supervisors. Ensures CPT and/or ICS defense operational members are current in required training and certifications to maintain mission readiness.
3. Reviews incoming tasking orders, plans, or requests for forces and prepares summaries for review. Determines capability of operations personnel to meet requirements specified in tasking orders, plans, or requests for forces; identifies limitations concerning equipment capabilities, personnel, etc.; and coordinates with tasking activities from government agencies on requirements. Develops supplemental plans to commit personnel and equipment in support of missions assigned by the group or higher headquarters, as well as local emergency plans. Advises higher headquarters and others, both in and outside the state, on preparation of operations plans and orders annexes.
4. Performs other duties as assigned.
Qualifications
GENERAL EXPERIENCE:
individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
