This position is located in Hawaii Volcanoes National Park, in the Natural Resource Management Division. Open to the first 101 applicants or until 07/11/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

This position supports the Branch of Vegetation and Ecological Restoration programs and the Division of Resources Management in collecting, storing, maintaining and utilizing spatial and tabular data. Integrates a variety of standard GIS and database management software to meet vegetation and natural resource management program needs. Implements data documentation procedures and distribution using appropriate technologies. Develops global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility. Assists with maintaining hardware, peripherals, GPS units, network, and GIS operating systems. Creates, communicates, and implements data management protocols and workflows. Using integrating computer models and other tools with biological and physical scientific knowledge and resources management practices, conducts standard analysis of geo-referenced data to determine resources conditions and trends, and models expected or predicted results of alternative management actions. Produces maps and other georeferenced products. Trains Vegetation and Natural Resources Management biologists and pest control workers in use of mobile data collection devices. Troubleshoots problems. Performs field work in remote environments to generate new or verify ("ground- truth") mapped information, using standard resources field sampling and scientific methods. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of ten years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Qualifications

All qualifications must be met by 11:59 EST or when the 'applicant cut-off' is reached (which may be sooner than07/11/2024 ). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position, you must meet at least ONE of the following BASIC EDUCATION requirements PLUS minimum qualifications. BASIC EDUCATION - Geographer, GS-0150. Successful completion of a Bachelor's or higher in an accredited college or university in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. You must provide transcripts. -OR- A combination of education and experience, in courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. You must provide transcripts and a resume with hours per week worked. BASIC EDUCATION - Biologist, GS-0401. Successful completion of a Bachelor's or higher in an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide transcripts. -OR- A combination of education and experience, in courses equivalent to a major as shown above, plus appropriate experience or additional education. You must provide transcripts and a resume with hours per week worked. BASIC EDUCATION - Physical Scientist, GS-1301. Successful completion of a Bachelor's or higher in an accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials or electronics. You must provide transcripts. -OR- A combination of education and experience, in which education is equivalent to one of the majors as shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must provide transcripts and a resume with hours per week worked. BASIC EDUCATION - Cartographer, GS-1370. Successful completion of a Bachelor's or higher in an accredited college or university in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). You must submit your transcripts. -OR- A combination of education and experience, in courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education. Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.You must provide transcripts and resume with hours per week worked. - AND- To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one (1) year of specialized work experience equivalent to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) using GIS and GPS software and technology to provide technical support in the creation and maintenance of geospatial and relational databases; (2) training others in the use of GIS and GPS applications; (3) creating geospatial data and maps following established guidelines; and (4) developing, updating, and managing map services. You must include hours per week worked in your resume. -OR- EDUCATION: Successful completion of a Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree from an accredited college or university with major study that is directly related to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). -OR- Successful completion of some specialized experience described above, but less than one (1) year and less than two (2) years of graduate education as described above. Therefore, I have a combination of experience and education. (To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your semester hours of graduate education beyond one (1) year by 18 semester hours or 27 quarter hours. Add the two percentages together. The total percentage must equal at least 100 percent to qualify). (Note: only graduate education in excess of one year is creditable toward meeting the experience requirement when combining experience and education. (NOTE: You must submit a copy of your transcripts as proof of any claimed education) and a resume that includes hours per week worked.
