You will serve as a Program Manager (ESD Director) for the Small Business Administration (SBA), Office of Disaster Recovery & Resilience (DR&R), Executive Support Division (ESD) in Washington, District of Columbia. This position coordinates all support functions on behalf of the Deputy Associate Administrator (DAA) for DR&R, including human capital, budget, contracting, facility, and other operations, to ensure DR&R has the required resources to successfully perform its mission.

Duties

As a Program Manager (ESD Director) at the GS-0340-15, some of your typical work assignments may include: Providing expert knowledge of program management, support function policy and strategy concepts, best practices, processes, tools, and methodologies. Coordinating strategic planning for DR&R, supporting the development of the Office's vision, coordinating performance management, and ensuring successful achievement of DR&R's goals. Developing and implementing strategies or alternative procedures and identifying new technologies to improve the effectiveness of work methods and procedures, utilization of manpower, use of equipment, organizational structure, distribution of work assignment, and addressing a fluctuating workload by obtaining feedback from a variety of sources. Keeping the Deputy Associate Administrator (DAA) informed of progress and potentially controversial matters. Promoting sound position management principles and programs as well as planning organizational structure and staffing requirements. IMPORTANT NOTES: This is a Permanent appointment in the competitive service with a full-time work schedule. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. Requirements

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • You may be required to complete a one-year probationary period.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • This position is not included in a bargaining unit.
  • A one-year supervisory probationary period may be required.

Qualifications

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector. This experience must demonstrate all of the following: Knowledge of government hiring, contracting, and budget regulations and policy to provide guidance; and Developing, coordinating, implementing, and/or reporting on disaster assistance loan/grant policy and/or operational support; and Providing oversight in a wide range of policy functional areas within an agency or organization such as internal controls, fraud risk, quality assurance, and/or management analysis; and Experience assessing and improving programs, management processes, and/or systems; and Coordinating high-level meetings, conferences, and/or multi-organizational activities to ensure multiple departments, agencies, or organizations receive official guidance from the leadership. It is available for your review on OPM's Qualifications website: Qualification Standards: Program Management Series 0340 (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 07/05/2024.
