This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington.

Duties

Work as a mechanic troubleshooting, repairing and maintaining the following, but not limited to, chassis, hydraulic components, electrical components of vehicles powered by internal combustion engines, gasoline, diesel, and propane. Operate and maintain one or more types of light and heavy equipment to push, pull, pile, tow, tilt, lift, haul, drive dip, cut, excavate, pump, or load materials such as sand, gravel, base rock, mud, earth, large water tanks, and logs/trash refuse. Make repairs and new applications to fish facility piping with copper, PVC, ABS, galvanized, and black pipe. Repair and install pneumatic, hydraulic, fuel and water systems. Perform carpentry work which involves the design, layout, and fabrication of wooden structures and bracing, forms for concrete and repair of miscellaneous items. Operate refrigeration, water circulation, and oxygenation components on fish trailers and barges. Metal layout and fabrication of metal structures using design, layout of ferrous and non-ferrous metals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A pre-employment drug test is required.
  • A pre-employment physical is required.
  • Must be able to obtain/maintain Class A CDL w/tank endorsement prior to employment.
  • Must be able to obtain and maintain a U.S. Army Corps of Engineers boat operator license within 12 months after initial appointment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) MAINTENANCE WORKER ~ without more than normal supervision. I have performed the majority of the following maintenance worker tasks under normal supervision: painting, carpentry, repairing irrigation systems, plumbing repairs, and welding. I have full level skills in operating all associated tools and equipment related to the sub journeyman level skills. Experience operating and maintaining forklifts, backhoes and tractor-trailers, and daily operation checks of this equipment. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Works at benches or while material is on supports. This requires considerable standing, stooping, bending, reaching and climbing of ladders. The work normally requires lifting up to 90 pounds. Must drive or operate equipment which requires sustained sitting with vibration or jostling. Ability to properly wear personal protective equipment for high ambient noise, heat, cold or fumes is required. Working Conditions: Though some work is done indoors, work is normally done outdoors with exposure to wide variations in weather and temperatures. The incumbent is exposed to traffic hazards high ambient noise, heat, cold or fumes while driving on both improved and unimproved roads. May work in cramped quarters and in, over, and near water. May occasionally make repairs in areas where fumes are present. Painting and other work requires the use of eye and respiratory protection devices. There may be exposure to insect, snake and spider bites. Incumbents may be exposed to injury from hand tools, power tools, heavy equipment, flying splinters, airborne particles, pesticides, and material handling. Work in and around the juvenile fish facility and the powerhouse exposes the incumbents to high noise levels that may require hearing protection devices.
