You will serve as the Deputy Director for Operations (Criminal Investigator) in the Department of the Navy (DON) of the Naval Criminal Investigative Service (NCIS).

Duties

You will exercise general oversight of all criminal investigative activities conducted by field components. You will coordinate authority of all DON CI activities, ensures program development and implementation over suspected acts of espionage and sabotage. You will direct partnership initiatives including the Crime Reduction, Law Enforcement Information Exchange (LInX), Defense Data Exchange (D-Dex), and Joint Terrorism Task Force programs. You will represent the Director through one voice to address crimes proactively, increasing awareness by providing a full range of information and resources. You will provide commands oversight over exclusive investigative jurisdiction into actual, potential or suspected acts of terrorism. You will control and direct NCIS operations personnel, to include 2 Tier-2 Senior Executives, 2 Tier-1 Senior Executives, as well as 1 Defense Intelligence Senior Executive Service (DISES) position in the performance of the agency’s mission.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You may be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • You may be required to undergo a Counterintelligence (CI) Scope polygraph examination.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Administrative skill in managing a large, world-wide activity. 2. Knowledge of law enforcement programs, policies, and procedures. 3. Knowledge of criminal investigative techniques, procedures, and jurisdictions. 4. Knowledge of criminal investigations, counterintelligence (CI), counterterrorism (CT), tri-service operations (Atlantic, Pacific, and Global), biometrics, technical surveillance countermeasures, behavioral science group, technical services, polygraph, and forensics. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
