This position is located within a National Forest. The primary purpose of this position is to perform a variety of duties in support of the unit's recreation and/or river management program in the areas of fisheries, recreation, wildlife, trails and special uses.

Duties

Assures recreation sites and areas with one or two major uses are operated and maintained in accordance with operation and maintenance plans. Schedules daily activities, establishes maintenance schedules, and inspects cleanup operations based on recreation operation and maintenance plans. Reports on conditions and use of sites and areas. Serves as inspector for recreation area cleanup and/or maintenance contracts. Maintains contact with and provides support to Campground Host(s). Serves as a unit fee collection officer. Inspects recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and the management plans, public health, and safety. Performs safety hazard analyses of public recreation use areas and takes or recommends corrective action. Patrols wilderness to ensure areas are operated, used and maintained in accordance with Wilderness Management Plan. Cleans both roadside and/or backcountry dispersed sites. Naturalizes sites where necessary in order to control use and prevent resource damage. Installs and maintains information boards, travel signs, regulatory signs and other signs associated with recreation sites, travel management and safety. Provides detailed information about recreation opportunities to Forest visitors and explains the Forest Service rules and regulations. Provides information on resource management practices, regulations, and current conditions. Collects, compiles and summarizes information for recreation data management systems. Provides input for programming and planning. Oversees the construction and maintenance of trails. Monitors the condition and use of trails. May perform law enforcement responsibilities using all-terrain vehicles (ATVs), watercrafts, and/or snowmobiles to patrol unit roads, trails, or waterways ensuring position of forest property/land and or visitors. Patrols river corridors and initiates public contacts in the field to enhance the user's river experience and protect the river resource through dispersal of information. Keeps records of visitor use levels, types, and patterns. Prepares reports on visitor used patterns. Makes sure that portals are properly signed, and bulletin boards are maintained. Maintains records of visitor use levels, and types and patterns of use. Maintains daily record of outfitter guide activities. Checks outfitter guides for compliance with the guide card program. Inspects outfitter operations for plan/policy compliance; takes necessary follow-up action for items of noncompliance; makes recommendations to immediate supervisor relating to wilderness special use permit administration. Assist agency law enforcement personnel with violation information. Collects evidence and provides documentation for cases of misuse of river resources. Documents destruction to or impacts on campsites. Performs routine maintenance at dispersed recreation sites including site cleanup and naturalizing. Develops and monitors the logistics required for completion of river projects and non-river projects associated with trail maintenance and reconstruction. Which includes condition surveys, developing project plans and cost estimates, and making recommendations for improvements. Implementation may involve the supervision of small crews in such activities. Conducts education programs addressing bear safety, Leave No Trace camping, river management, angler etiquette, angler conservation and wilderness philosophy.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. GS-05: Applicants must have one year of specialized experience equivalent to at least GS-4 grade level; OR a bachelor's degree or 4 years of successfully completed education above high school (120 semester/180 quarter hours) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science (no more than 6 semester hours in mathematics is creditable); OR combinations of successfully completed post-high school education (in excess of the first 60 semester/90 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience include: Inspected recreation area clean-up operations and performed safety hazard analysis of public recreation use areas; patrolled wilderness to ensure that areas were operated, used, and maintained in accordance with wilderness management plans; performed site maintenance, including cleanup and naturalizing at widely dispersed sites; gathered, compiled, and reported recreation program data for use in monitoring and assessment activities and summarized data for use in recreation data management systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
