This position is located within a National Forest. The primary purpose of this position is to perform as a principal assistant to the District Ranger and staff with responsibility for accomplishing a variety of District resource support services for a multi-agency complex.

Duties

Provides technical support services for a wide variety of resource management programs including timber, range, recreation, lands, minerals, cultural resources, wildlife, fisheries, watershed and fire. Prepares a variety of special uses, lands and grazing permits in accordance with Forest Service manuals, handbooks, and regional guides. Ensures selection of clauses pertinent to the particular type of permit for review by permit administrators. Interacts with permit holders, potential partners, internal customers, and Forest users in relation to resource management on a regular basis. Receives calls on conflict of Public Lands. Composes correspondence concerning sensitive, routine and technical information in relation to contractual and resource matters and monies due the United States. Receives special use permit applications and examines them for completeness. Prepares and maintains case folders, ensuring all requirements are met (insurance, performance bonds and operating plans.) Recognizes different types of permits and applicable procedures in order to prepare application package for permit administrator. Enters estimated and actual use figures into automated relational databases for fee computation. Calculates simple fees and/or reviews calculations done by permit administrators. Responsible for management and maintenance of multiple integrated databases (i.e. INFRA Range and SUDS) that integrate with the electronic financial system (FFIS) for issuance of permits, bills for collection, etc. Keeps all databases up to date for the District, while ensuring accuracy of the databases. Creates bills for collection for contracts and permits, and sends and tracks bills and payments through the automated financial system. Responsible for coordinating annual billing and follow-up on delinquent payments based on content of permit, contract, easement, etc. Processes incoming and outgoing communications; checking administrative guidelines for handling both electronic and hard copy communications. Manages, edits and reformats electronic drafts and edits material for grammar, capitalization, spelling, punctuation, style, arrangement, and conformance to procedural requirements. Serves as Collection Officer and verifies funds have been collected and transfers monies in accordance with regulations. Ensures that adequate controls and safekeeping facilities with limited access are available. Responsible for oversight of visitor information activities in a multi-agency complex (USDA Forest Service, Bureau of Land Management, National Park Service). Manages the use of conference rooms, equipment, and supplies for those working at the Center.

Qualifications

Provide course descriptions as necessary. GS-06: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level. GS-06: There is no substitution of education for this position. Examples of specialized experience include: Performing technical review of insurance, estimated use, permits, and operating plans for land uses, recreation, minerals, or similar resource clerk work. Preparing special use permits, maintaining allotment and permittee files; writing special use permit and preparing supporting forms/documentation/records, reviewing reports for accurate accounting and coding, and maintaining collection records including performing technical review of permits for land uses, recreation, minerals, or similar resource clerk work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
