This position is located in a Forest Service field unit. Responsible for assisting in the development and scheduling of annual work plans and the execution of field operations relating to the unit's Recreation program (developed & dispersed sites, OHV program, Forest Protection, trails, special uses, etc.).

Duties

Assist other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies for specific assignments. Assist in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites. Monitors the scope of the approved operating plans. Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Serves as COR determining when contracting is the best means to complete a project. Works with contracting personnel to describe the job and develop specifications and a bid package. As Collection Officer for recreation sites, collects fees, counts, reconciles money collected, and ensures deposits are made appropriately. Maintains developed sites e.g., roadside and/or backcountry dispersed sites. Makes repairs, removes, or replaces facilities, or closes areas of facilities when hazards cannot be promptly eliminated. Assists in the development and the accomplishment of the district’s OHV program within the framework of existing planning documents. Operates and maintains, in safe working order, assigned vehicles, motorcycles and ATV and trail maintenance equipment and specialized equipment used. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions. Provides public information and interpretive services, including detailed information concerning recreational opportunities. Educate OHV users on potential resource damage caused by illegal use. Responsible for preparation and administration of recreation event special use permits. Monitors permittee compliance with special use permits. Participates in the preparation and execution of trails management plans based on approved direction in land management plans. Prepares annual trail operating plans. Participates in the identification and planning for future trail construction, reconstruction, maintenance, and restoration projects. Monitors and inspects contracted work to assure it meets the provisions of the contract. Participates in performing final inspection and developing the final inspection reports. Keeps records of visitor use levels, types, and patterns. Makes sure that portals are properly signed, and bulletin boards are maintained. Provides input to the budget planning by assisting with the overall estimation of materials, personnel, and supplies needed for work accomplishment for enveloped and dispersed recreation sites. Participates in the administration and implementation of recreation area with responsibility for carrying out operations plans for the use, improvement and maintenance for dispersed recreation sites and trails. Manages part of the warehouse and storage space allocated to the unit. Requisitions, receives, marks, and stores supplies and equipment. Supports volunteer and other human resource programs. Advises on volunteer program, assists in staff training, and as instructed, motivates volunteers.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. GS-06: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-5). GS-06: there is no substitution of education for this position. Examples of specialized experience include: Planned and implemented the logistics required for completion of recreation projects, such as trail maintenance and reconstruction projects; performed site maintenance, including cleanup and naturalizing at widely dispersed sites; lead or coordinate a small crew of volunteers to accomplish recreation maintenance and construction projects; patrol forest areas to enforce federal regulations and assist with the enforcement of off-road vehicle restrictions. Worked as a Forest Protection Officer (FPO) or similar; writing incident reports or violation notices as needed; providing input for special recreation permits and on occasion monitoring special recreation events for compliance to permit stipulations; developing restoration projects; and participating in recreation plan development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
