You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the Southeast Regional Maintenance Center of SOUTHEAST REG MAINTENANCE CTR SERMC. This position serves as the SERMC Engineering Branch Head (GS-0802-13) for the Assessments, METCAL and Technical Library codes.

Duties

You will serve as the Branch Head and liaison for all internal codes, external Regional Maintenance Centers and other activities for programmatic issues. You will be responsible for the Laboratory Certification and Monitoring, Metrology/Calibration (METCAL) program. You will operate and maintain the central repository Technical Library for internal and external government customers including contract holders to provide accurate drawings, manuals, publications, specifications, and other technical information. You will exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of the subordinate staff. You will be responsible for the Assessments program at SERMC.

  • You will be required to successfully complete a pre-appointment physical examination.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience supervising engineering and logistics personnel in the administration and operation of major shipboard programs. *Experience organizing and executing complex assignments and projects to evaluate feasibility and effectiveness of engineering and management proposals. *Experience interpreting and applying U.S Navy specifications and regulations pertaining to design, maintenance, safety, and operation of equipment/systems. *Experience working with Combat systems, Command Control, Communication and Computer Readiness Program (C5RA), and the Integrated Class Maintenance Program (ICMP). Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

Education and Training:

For positions at GS-3 (or equivalent):

Successful completion of l year of post secondary study that included at least 6 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

For positions at GS-4 (or equivalent):

Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

For positions at GS-5 (or equivalent):

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

Certification:

Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
