Duties

In this Budget Analyst position, you will become a key team member of Homeland Security professionals providing advise and formulating budget requirements for all phases of work concerning the budget cycle. Typical work assignments include: Providing analytical services to support the formulation, justification, presentation, enactment, and execution stages of the budget process for a substantial segment of CSD's budget for personnel, sales, and expenses. Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones. Analyzing financial and budgetary relationships to develop recommendations for financial and/or budget actions. Developing narrative and statistical justification for requested funds and responds to questions or comments as well as makes the necessary adjustment to the budget as a result of higher-level decisions concerning funding. Recommending ways to improve the utilization of funds by identifying and analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing and forecasting for customers and their demands for goods and services and changes in nature, type, and cost of goods and services. Conducting research, identifying and analyzing trends such as cost-benefit analysis, depreciation and proration of revenues and costs, and recommending adjustments in program spending that requires the rescheduling of program workloads. Assisting program managers and staff officials in interpreting the impact of and planning for multi-year financial/budgetary and program changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/03/2024.
