These positions serve as a Realty Specialist located in a Bureau of Land Management Office in Baker City, Vale, or Lakeview, Oregon. The employee will provide technical expertise in routine land and realty transactions in any of following areas: lands and realty case work, planning systems, compliance, environmental analysis, communications, and budget.
Salary Range for GS-05: $39,576 - $51,446
Salary Range for GS-07: $49,025 - $63,733
Salary Range for GS-09: $59,966 - $77,955
Duties
Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
This position serves as a Field Office Realty Specialist in the Bureau of Land Management (BLM), Oregon/Washington State Office, Vale District (Baker Field Office and Malheur Field Office). The purpose of this position is to provide technical expertise to ensure compliance of authorized uses of public lands with applicable laws/regulations for a wide variety of land/reality transactions for the management for the Field/District reality program.
Gather, analyze, and process data to recommend lands/realty actions, including rights-of-ways, communication sites, land acquisitions/disposals, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals, and trespass actions.
Determine land ownership and status, review applications and Plans of Development, conduct field examinations, and establish and maintain case files for proposed lands and realty actions.
Prepare reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions.
Calculating and determining realty and lands cost recovery, rental and monitoring fees, and bonds; independently utilize an automated land and records system and other applications to document a land and realty transactions.
Collect, enter, manipulate, update, and maintain data according to organizational standards, ensuring data quality and integrity by adherence to quality control standards and procedures.

The Malheur Field Office staff are located at the District Office in Vale, Oregon and manage about 4.6 million acres across Malheur, Grant and Harney Counties in Oregon and a small portion of Humboldt County, Nevada. Requirements

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-05:
General Experience: Applicants must have three full years of general experience, one of which must be comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) gathering information to assist in data analysis or reporting; 2) researching records and/or related documents; 3) assisting in establishing or maintaining case files; 4) analyzing problems to identify significant factors for resolution.
OR
Education: Successful completion of at least a 4-year course of study leading to a bachelor's degree in any field of study from an accredited college or university. You must include transcripts.
OR
Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide the total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. NOTE: You must submit a copy of your transcripts.
GS-07:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of the following: 1) gathering, analyzing, or processing information on a variety of lands and/or realty actions; 2) assisting with determining land ownership and status; 3) assisting in gathering information and/or data necessary to complete environmental reviews from on-site examinations; and 4) engaging with the public regarding non-controversial lands and realty actions.
OR
Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts if claiming to meet the qualification requirements based on education.)
OR
Superior Academic Achievement: Meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. To be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. GS-09:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of the following: 1) consulting on routine realty transactions related to lands and realty case work, planning systems, compliance, environmental analysis, budget, or public outreach. ; 2) leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other use authorizations; 3) performing inventory or monitoring budget plan packages of existing realty actions; and 4) preparing responses to routine inquiries concerning use, occupancy, disposal, or other actions on public land.
OR
Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education or a LL.B. or J.D., leading to such a degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. Such education must have provided the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
