Duties
The incumbent serves as a management and program analyst in the Analysis Division in the Policy, Strategy, and Analysis (PSA) Directorate. The incumbent reports to the Analysis Division Director and is expected to provide high-level, substantive advice on CWMD capabilities management, analytical and gap analysis issues, projects, and programs.
Duties performed:
Coordinating with other directorates/divisions, DHS stakeholders, and the interagency to ensure comprehensive evaluations and assessments are conducted and completed in order to provide timely and accurate materials and products to managing officials.
Providing advice, guidance, and assistance to top level management on specific and general administrative matters that affect the conduct of assigned programs.
Identifying, analyzing, and prioritizing new integration opportunities such as value propositions that augment existing initiatives and reinforce the mission of CWMD.
Researching, analyzing, and providing expert technical advice and assistance on complex program issues, such as issues or problems which impact major, agency-wide programs.
Assessing program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs.
Qualifications
Specialized Experience:
GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Conducting program research studies to support the development of long-and short-range planning efforts;
Evaluating program policies to recommend improvements;
Collaborating with internal and external stakeholders to support integration opportunities; and
Preparing analytical data reports and visualizations on program operations to present to senior officials.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
