This position is located in the Department of Homeland Security, Office of the Chief Information Officer (OCIO), Springfield, Virginia.
Duties
The primary purpose of this position is to assign and finalize written materials, which may include, but need not be limited to: executive correspondence, briefing materials, reports, audits, and testimony and Questions for the Record (QFRs) prepared by OCIO and other offices, organizations, and Components to ensure that the information is consistent and accurately describes the Department's position on strategic program matters and agency operations.
Duties performed:
Determines the most logical and effective use of information and ensures consistency with recent and previously written materials, and determines the overall length and tone based upon purpose of the document(s), the medium, and the audience.
Recommends and/or provides edits to incoming correspondence.
Conducts detailed analyses of information requests and assigns the preparation of responses based upon the information requirements and evaluation of Components' equities and expertise, ensuring submissions are fully coordinated and approved by Component leadership.
Prepares and coordinates briefing materials for appointments and conferences.
Facilitates communication between agency and audit organizations by ensuring auditor access and resolves disputes associated with audit activities.
Qualifications
Applicants must demonstrate that they meet Minimum Qualification requirements as noted below.GS-09 Minimum Qualifications:
Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Performing research in order to prepare or edit written materials;
Managing correspondence to include tracking and routing correspondence to the appropriate officials; and
Contributing to written responses for management to review.
OR
Successfully completed a Master's or equivalent graduate degree; or (two) 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.
OR
Have a combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. NOTE: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible.
GS-11 Minimum Qualifications:
Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Analyzing information to prepare official correspondence and documentation;
Interpreting correspondence policies to apply to assignments; and
Presenting information to a diverse audience to maximize understanding.
OR
Successfully completed a Ph.D.; or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, e.g., LL.M., if related at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.
OR
Have a combination of specialized experience (less than one year) and graduate education (less than three years), that when combined equals 100% of the qualification requirement. NOTE: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
