This position is located in the Bureau of Land Management (BLM), Oregon Washington State Office, Northwestern Oregon District Office, Yaquina Head Outstanding Natural Area (YHONA) and directly reports to the Supervisory Park Ranger.

Duties

Salary Ranges: GS-07: $49,025 - $63,733 GS-09: $59,966 - $77,955 The position serves as an Education Program Coordinator. This position is responsible for coordinating, planning, developing, scheduling, and implementing the organization's education program at the early childhood through secondary levels. The programs are multidisciplinary and interdisciplinary, using not only the sciences but also the arts and humanities as routes to cultural and environmental understanding. Programs align with national and state education standards and fulfill the environmental education objectives of the BLM. The primary purpose of this position is to coordinate the Yaquina Head Outstanding Natural Area K-12 education program to facilitate stewardship of public lands though development and implementation of education and interpretive programs that facilitate affective and cognitive connections between the interests of visitors and Yaquina Head's natural and cultural resources.

  • The work requires working weekends, holidays, and varied back-to-back shifts with early shifts beginning before 7 AM and late shifts ending after 9:30 PM which can be physically and emotionally demanding.
  • Must be able to acquire Cardiopulmonary Resuscitation (CPR) and First Aid certification and perform first aid and CPR duties.

  • Operates motor vehicles including sedans, trucks, vans, golf carts, and 4x4's.
  • During emergency conditions, may be required to actively participate as a member of the Unit's emergency services team.

  • You must be able to work weekends, holidays, and varied shifts.
  • You must wear historically period-accurate costumes while presenting lighthouse history programs.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. BASIC REQUIREMENT: General Education and Training Series 1701 Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. AND MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-07: Specialized Experience: I have one year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) facilitating educational and interpretive events; (2) executing education plans that align with local education standards; (3) supporting educational and interpretive trainings for staff; and (4) preparing literature and/or instructional materials related to educational activities. OR Superior Academic Achievement (SAA): I meet the requirements for Superior Academic Achievement (SAA). I have completed a bachelor's degree with major study in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position and meet eligibility under the SAA provision. SAA is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. Note: You must submit a copy of your transcripts. OR Education: I have completed one (1) full academic year of graduate level education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study. Note: You must submit a copy of your transcripts. Your submitted transcripts must show required coursework. OR Combination of Education/Experience: I have an equivalent combination of successfully completed post-high school education and experience as described above that meets 100% of the requirements for this position. (To calculate, first take the number of months of experience and divide by 12 months; then determine your post-high school education as a percentage.). One year of full-time undergraduate study (post-high school) is defined as 30 semester hours or 45 quarter hours; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: This will be verified using your resume and official or unofficial transcripts submitted with your application. Your submitted transcripts must show required coursework. GS-09: Specialized Experience: I have one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) coordinating educational and interpretive events; (2) implementing education plans that align with national and state education standards; (3) delivering environmental and interpretive trainings for staff; and (4) preparing literature and/or instructional materials related to educational activities, including grade-school curriculum. OR Education: I have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. Note: You must submit a copy of your transcripts. Your submitted transcripts must show required coursework. OR Combination of Education/Experience: I have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Note: This will be verified using your resume and official or unofficial transcripts submitted with your application. Your submitted transcripts must show required coursework. TIME-IN-GRADE REQUIREMENTS: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
