The Maintenance Mechanic Supervisor has technical and administrative responsibility to provide supervision to the Maintenance Section of Engineering Service consisting of Operations, Maintenance, Electrical, HVAC, Boiler Plant, and Grounds with approximately 40 tradesmen including plumbing, pipefitting, HVAC, electrical, mechanical, electromechanical, electronic, carpentry, masonry, preventive maintenance inspection trades, boiler plant operation, motor vehicle transportation and laborers.

Duties

Manages the operation, maintenance, and repair of building service equipment, utility distribution systems, air conditioning and refrigeration systems, emergency electric generating systems, installation of small equipment, and repairs and maintenance of other items. Follows up and ensures compliance with fire/smoke barrier penetration work to ensure penetrations are replaced/sealed and documented as repaired upon completion of work. Conducts inspections to assure quality control of work performed by engineering staff. Conducts life safety inspections and assigns work from such inspections to the appropriate unit. Creates follow-up measures on critical or urgent items identified during internal and external inspection activities (i.e., Joint Commission, OSHA, Annual Workplace Evaluations, etc.). Analyzes the physical plant utilities and subsystems for proper maintenance and visually assesses conditions of maintenance/repair activities. Prioritizes, integrates, and coordinates various work activities, as well as contracted work, for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding resources to meet user, program, and mission needs. Continually monitors progress and trends on in-house projects, work orders, and preventive maintenance. Recommends adjustments and rescheduling, as necessary, to respond to changing conditions and emergency or urgent needs and delays. Provides logistics and asset allocation duties on a facility, medical center, and regional scale in support of emergency management functions when required. Participates in or organizes and conducts meetings and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance and repair personnel, building tenants, equipment operators, contractors, and others. Estimates materials for repair, minor improvement, maintenance and station labor projects in order to provide management with cost figures and estimates of labor for special projects, preventive maintenance, equipment repair, and improvement projects by determining the scope of work, work requests, and worksite and hourly performance standards for each trade. Ensures that preventive maintenance is performed on utility systems and building service equipment according to established policies and procedures. Manages the preventive maintenance and minor repair on non-GSA vehicles and other power equipment and motor vehicle and grounds equipment. Ensures that proper records for preventive maintenance are maintained. Works with staff on preventive maintenance work order backlogs. Assists with managing and planning a dynamic multi-million dollar equipment inventory, maintenance and repair program from a multitude of different types of systems and subsystems. Identifies and makes economically sound recommendations concerning equipment systems or facilities maintenance, modernization, or replacement planning. Sets procedures and schedules preventive maintenance of building and utility equipment to prevent breakdown and extend equipment life which, in turn, saves on emergency repairs, labor costs, and inconvenience due to system down time. Serves as contracting officer representative for service, maintenance, and repair contracts. Forecasts annual budgetary requirements for contracted building maintenance and service work. Inspects contractor's product or services rendered against specifications and contractual agreements to ensure the quality and effectiveness of work. Contributes to project development and works with contractors performing contract work. Analyzes the benefits and costs of accomplishing work in-house versus contracting. Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
