Duties
The role of this position is to provide technical expertise regarding the local commercial fishing industry. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:-Conducting technical reviews to determine compliance with regulations and applicable standards.-Planning, scheduling and conducting on site examinations of commercial fishing industry vessels for compliance with all applicable federal regulations. Vessels include fishing vessels, fish processing vessels, fish tender vessels and commercial fishing vessels that dispense petroleum products.-Working with Federal, State and local agencies; fishing industry organizations; educational institutions; and professional organizations to promote acceptance and understanding of Coast Guard laws, regulations, standards and objectives.-Assisting supervisor in providing technical assistance, advice and program consultation to other District units, third party organizations, State agencies and fishing industry organizations in the interpretation and application of fishing industry vessel safety standards and regulations, compliance and inspection standards, and proper classification of violations and citations. -Determining that vessels to be examined have the proper documents and certificates on board and in effect. -Examining all required navigation, communication, alarm, lifesaving, firefighting and pollution prevention systems to ensure that they are operating properly and in compliance with applicable standards. -Examining the vessels accessible hull, including hull envelope, internal structural members, protrusions, fittings appendages, holding areas, special use structures, and structural fire protection to ensure that they are in sound condition. -Examining the vessels machinery, including propulsion equipment, control machinery, auxiliary machinery, special deck, derrick and vessel pumping equipment, damage and fire control machinery, electrical and power generation systems, piping, transfer and monitoring systems to ensure that they are in safe operating condition and are in compliance with applicable design, installation and operational standards.-Performing examinations/inspections, noting deficiencies and/or violations and discussing with vessel operators acceptable methods to correct deficiencies, in order to bring about satisfactory resolution. -Drafting examination reports, analyses, and routine general correspondence related to fishing industry vessel examination and regulations.The physical demands of marine inspection are significant. The work requires some physical exertion such as long periods of standing, entering confined spaces, prolonged periods of walking in a stooped position, and crouching, stretching and reaching to properly inspect internal spaces and systems.

Qualifications
GS-11: Applicant must have one year of specialized experience equivalent to at least the GS-9 grade level (in the Federal sector) OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Examples of specialized experience include: planning, scheduling, and conducting on site examinations of commercial fishing industry vessels for compliance with all applicable federal regulations; working with Federal, state and local agencies, and fishing industry to promote commercial fishing industry safety; providing advanced training in the enforcement of marine safety, pollution prevention, vessel manning laws, regulations, treaties and international conventions.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
