This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as senior Community Planner for installation master planning. Self-direct activities involving development/preparation of maps, plans, utility system analyses, traffic studies, energy master plans, expansion capability planning, advanced planning of military installations.

Duties

Initiate and execute USACE Strategic Installation Master Planning program and serve as the Subject Matter Expert (SME)/Point of Contact. Interpret policy, develops, and implements guidance to ensure that program areas are in consonance with USACE and Department of Army (DA) goals and objectives. Develop, advise, and recommend solutions within the region and with USACE Headquarters and DA. Participate in Planning and Pre-Design conferences at installations attended by representatives of the design agency, and designer to ensure project specific requirements are understood and incorporated. Initiate and prepare preliminary/final plans, documents, cost estimates, etc., in accordance with agency and other related guidance and consider siting, terrain, soil condition, climate and other appropriate factors in accomplishing work. Develop fee proposals for accomplishment by in-house forces, other Districts, or Architect/Engineer (A/E) contractors. Assist in contract negotiations. Coordinate reviews by Major Command (MACOM), District/Division offices, higher authority, and ensures state/local planning agency approvals (e.g. environmental review, etc.) are obtained. Prepare and process official government estimates for negotiations with A/E contractors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Professional Registration as a Registered Architect (RA) or Professional Landscape Architect (PLA) or Certified Planner (AICP) is required.

Specialized Experience for GS-13 Master Planner (Interdisciplinary): One year of specialized experience which includes providing senior Architectural, Landscape Architectural, or Community Planning theories, principles, and concepts to provide technical advisory services on programmatic execution in developing/implementing Army wide policies, processes, and procedures commensurate with military construction (MILCON) Business Processes. Coordinating activities with other offices as an agency representative, including Federal, State, local, as well as contractors to develop and recommend programmatic planning solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
