About the Position: The Joint Program Executive Office Armaments & Ammunition is committed to providing superior ammunition to the Soldier. The JPEO A&A is responsible for life-cycle acquisition management of all conventional ammunition, which includes integrating budgets, acquisition strategies, R&D and life-cycle management across all ammunition families.

Duties

Serves as advisor to supervisors and staff members on matters related to cost analysis, validation and reporting functions. Manages the preparation, documentation, and presentation of the system Baseline Cost Estimate. Applies professional expertise in cost estimating matters to all phases of the materiel life cycle. Evaluates contractor proposals to ensure funding requirements are met. Applies authoritative knowledge in scientific inquiry and analysis to design, develop, and make adaptations to method mathematical, statistical, and econometric methods and techniques. Assures that policies outlined in DoD Instructions are implemented so as to provide the visibility required to assess acquisition contract performance, schedule and cost for program management purposes. Identify Areas needing evaluations to mathematical, statistical and programming knowledge to assigned phases of an operations research study. Serves as a technical authority and advisor for life cycle cost analysis/cost estimating studies, interpreting data requirements, planning approaches and policy in a project office.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit Financial Disclosure Statement OGE-450 upon entering the position and annually thereafter.
  • This position requires approximately 15% business travel.
  • A one-year probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for BUSINESS - COST ESTIMATING (BUS-CE) Certification within 60 months of entrance on duty.

Basic Requirement for Operations Research Analyst GS-1515-13: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Experience utilizing the Automated Cost Estimating Integrated Tool (ACE-IT) or similar cost estimating tools for preparation of Life Cycle Cost Estimates, Cost Benefit Analyses or similar cost based studies; 2) Experience applying cost analysis principles such as learning and rate curves, inflation and escalation, and statistical analysis; 3) Experience creating and briefing cost estimates to management for review and approval. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. You will be evaluated on the basis of your level of competency in the following areas: Cost Estimation and AnalysisMathematical ReasoningOral CommunicationProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
