This position is in the Occupational Safety & Health Department in the Office of the Associate Director at the St Cloud VA Healthcare System in St Cloud, MN.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include but are not limited to: Reviews accident reports for such items as specific causes and the nature of injuries or damage to property to ensure proper coding. Reviews contractor and government employee mishap reports covering disabling injuries, fatalities, motor vehicle accidents, and property damage; identifies causes and possible safety violations. Identifies needed corrections and discusses them with the supervisor. Maintains files of accident reports and compensation cases. Codes each accident, using special codes to record the type, location, severity, cause and corrective action about the accident; and transfers the information to computer records. Tracks inspection requirements, schedules inspections, pulls associated forms and records to prepare for and conduct inspections. Participates in routine safety inspections and surveys in support of the enforcement of occupational safety and health laws. Assigns corrective action (work orders) to specific departments and or people. Tracks timeliness of completion and follow-up with delinquent actions. Schedules, coordinates, and supports Safety department and related committee meetings, including the Environment of Care Committee (EOCC). Composes, edits, advises on, routes, and tracks correspondence. Prepares purchase orders and requisitions, reviews work proposals, maintains procurement/contracting records, and resolves common procurement-related issues, referring complex issues to the safety manager. Assists with establishing, maintaining, updating, and communicating office Standard Operating Procedures (SOP) and Medical Center Policies (MCP). Reviews and notes changes in higher level policies and regulations such as directives, handbooks, and professional articles. Ensures safety educational material is current. Performs other duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Experience that involved: (1) identifying, preventing, or eliminating safety hazards in work methods or environmental conditions; or (2) safety training or promotion. Such experience must have provided a practical knowledge of occupational and environmental safety hazards, survey techniques, and control and preventative methods. Examples of qualifying specialized experience include: biological technician, medical technician, engineering technician, fire prevention inspector, and environmental health worker. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above as well as, but not limited to: compiling program data to prepare and maintain reports; reviewing accident reports for specific causes; participating in routine safety inspections and surveys; preparing various correspondence; and maintaining records, budget, and/or inventory. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one-half year of graduate education in a field of study directly related to the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree. Work Environment: The employee is subject to all risks and discomforts found in a health care facility and may be exposed to dust, dirt, soot, heat, vibration, and noise; inspections are performed in mechanical rooms, high roofs, offices, patient care areas and utility shafts.
