The primary purpose of this position is to serve as an Intelligence Specialist formulating and directing the operational and technical aspects of Defense Intelligence Enterprise (DIE) programs, policies, and concepts. The position is responsible for technical efforts incorporating military, civilian and contractor personnel to achieve program objectives. *Salary ranges includes local market supplements*

Duties

DUTY 1: Plans, organizes, translates, and coordinates formal and informal strategy and guidance to anticipate, predict, assess, and forecast technology/methodology and identifying potential strategic partnerships and opportunities. DUTY 2: Recognizes, develops, assess, and transitions emerging technologies and methodologies to address Defense Enterprise threats, challenges, and priorities. DUTY 3: Manages, develops, and executes operational and/or technical intelligence related activities of sensitive and critical programs, projects, and initiatives that deliver significant and optimized capabilities. Builds and executes an Integrated Program Management Process linking to the CMO Strategic direction. DUTY 4: Participates as an expert representative of the activity on panels, and committees with commitment authority in his/her assigned area(s).

  • Position is designated special sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a mastery of one or more professional or administrative fields; knowledge of inter-agency, DoD and IC organizations, policies, legislation, and directives to plan and develop relationships. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of inter-agency, DoD and IC organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control. 2. Expert knowledge and experience working with international partner, government and civilian personnel, DoD and non-DoD agencies to ensure organizational and the DoD positions are accurately reflected and defended. 3. Thorough knowledge and quantifiable experience managing long range, planning, budgeting, and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles, and practices. 4. Comprehensive skill in conducting relevant, intelligence and operational-related research and development, preparing concise written reports and presenting innovative, imaginative, and cohesive briefings, and other related duties as assigned. 5. Expert skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues. 6. Mastery in establishing and maintaining highly productive working relationships with team members, clients, industry experts, and others, including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 2. This is an emergency essential position (E-E). The employee must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. 3. Education and/or expert level of experience within the Intelligence Series field, as it applies to strategic planning and requirements management efforts within the intelligence arena, and a knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
