You will serve as a ACCOUNTING OFFICER in the COMPTROLLER (N8) DIVISION of COMMANDER NAVY REGION HAWAII.
Duties
You will manage accounting procedures to control financial activities for an organization.
You will analyze accounting functions to identify regulatory and accounting changes, resource control issues, or operating level problems.
You will review accounting procedures for compliance with regulations and guidance.
You will analyze changes in accounting system modifications to determine impact on financial data.
You will review status reports to ensure financial obligations and disbursements are accurately reflected in an accounting system.
You will discuss accounting processes, functional requirements, and upcoming projects with business units within an organization.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- May be required to work overtime.
Qualifications
In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Using expert knowledge of financial regulations, laws and accounting policies to effectively and efficiently lead a financial team; 2) Providing advice and guidance to senior leadership on accounting activities and systems to improve performance, sustain unmodified audit results, and garner efficiencies for overall program operations; 3) Providing accounting services including: funds receipt, accounts payable, plant property, purchase card and travel card program and support agreements; 4) Analyzing, identifying and proposing solutions to significant accounting issues that can have major impact on an organization; 5) Performing accounting duties (auditing, collecting and analyzing data, preparing reports, etc.) using automated financial systems. PHYSICAL DEMANDS:
The work is principally sedentary with long periods of sitting and intense concentration. Nature of work and deadlines results in considerable pressure and stress. The position requires working under added pressure during the last few months and the first month of each fiscal year.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

BASIC EDUCATION REQUIREMENT:
Have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following:
1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or,
2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or;
3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
